Chuck Flink, Matt Hayes, and Jason Reyes (originally Greenways Incorporated) were at the forefront when bicycle, pedestrian, and greenway planning picked up in the 1990's and 2000's in the Carolinas and across the Southeast. Greenways Incorporated merged with Alta Planning + Design in 2011 and became part of a larger network of growing Alta East Coast offices. During that time, cities increasingly were weary of planning and were ready to get things built. This is reflected nationally but also in the Triangle communities’ commitment with Durham’s American Tobacco Trail, Raleigh’s Neuse River Greenway and 100+ miles of greenways, and new plans and designs for separated bikeways across the region. Alta is happy to be assisting these communities in that effort, in our own backyard, where we can help transform the very places that our staff live, work, and play.

When Alta engineers review a planner’s concept, they often suggest making it more innovative. The Alta engineering team is not out to crush planners’ and designers’ dreams, but sometimes to suggest how the project can go further outside the box. We evaluate roadways for all users, with a focus on functional operation and safety, and work with each community to determine appropriate trade-offs. Trilon Group launched in January 2022 and is backed by Alpine Investors, a people-driven private equity firm committed to building enduring businesses. Alta is Trilon’s seventh investment with previous investments including MSG, RKA, CPH, Waggoner Engineering, DRMP and ESI Consultants. This new area of demand management pays special attention to sidewalks given increasing demand with growth in urban living , walkable communities and pick-up and drop-off areas for ridehailing like Uber and Lyft.

With over 200 staff located across the US and Canada, Alta has evolved its practice into a forward-thinking sustainable transportation company, backed by the Trilon Group. Creating a safe and inviting active transportation system requires attention to more than just the physical infrastructure; it requires a diverse toolkit of complementary programmatic recommendations that will enable people to bicycle and walk more and lead healthier lives. Targeted education, encouragement, enforcement, and evaluation strategies that improve residents’ health, safety, and their ability to incorporate active transportation into everyday life are important as strategies that support the development and success of infrastructure. Successful programs must reach users and motorists in all different sectors of the population.

Mobility Hubs
UrbanTrans is a TDM specialty firm founded in 2000 with offices in Atlanta, Denver, Los Angeles, and Toronto. UrbanTrans works on plans, policies, and programs that integrate TDM into mobility strategy and implementation, active transportation, and the larger multimodal transportation network. They consult with public agencies, developers, special-purpose districts, non-profits, metropolitan planning organizations, employers, and transportation management associations (TMAs). However, extreme heat and traffic safety are two key barriers to walking, biking and taking transit. Alta developed a conceptual plan intended to mitigate the threats of extreme heat, called the Urban Heat Island Effect, and other climate change impacts in the neighborhood of Canoga Park, Los Angeles.

Vulnerable Road User Assessments and a Big Win for Safety
The old Penny Furniture building is humming with vibrant pin-up sessions, conversations, and collaboration, leading to high-quality design. Hubs range from simple co-location of several modes (e.g. bus stop, private shuttle stop, bike share station, and bicycle racks) to larger districts where land uses, infrastructure and mobility options (existing and emerging) are strategically planned together. The elements of sidewalk design include transportation, “outdoor living room” amenities and utilities. But with the rise in urban living and transportation technology advances, sidewalks are performing more like a land use. Reaching every corner of a state can be difficult using traditional means of public engagement.
The latest version of this hands-on workshop includes key updates featured in the upcoming 3rd Edition of the NACTO Urban Bikeway Design Guide. Participants will engage with leading practitioners who specialize in bike intersection design, work with peers to problem-solve challenging intersections, and apply their new skills to streets like theirs. So, sharpen your pencils and bring your straight edge for a hands-on design experience, applying techniques such as checking a turn radius or calculating a signal phase, and roll away with the skills to make your city’s bikeway intersections safe and inviting for people of all ages and abilities.

For statewide analysis, it is imperative to understand at a statewide scale where the demand for bicycling and walking is, as well as who the design user is. Alta’s tools are capable of identifying where pockets of demand exist in both rural and urban areas and are sensitive to the types of users who may be expected to be walking and bicycling in these areas. In some small towns and rural communities, active transportation is even more common than in urban areas, but the infrastructure to support it is limited or absent.
Trilon’s key focus areas include transportation, water, utilities, environment, and community infrastructure. A key to successful statewide planning is a data-driven approach to route prioritization combined with public engagement and stakeholder feedback. This process helps to identify corridors that should be prioritized for investment to help State Departments of Transportation use their resources most prudently. Commonly when working with states, they may not have the data they need to make these informed decisions.
